Kaadxpay Financial Solutions Pty. Ltd. has been granted an Approval-in-Principle (AIP) by the Labuan Financial Services Authority (LFSA) for a Payment System Operator (PSO) licence. This page discloses the regulatory status, AIP reference and pre-licensure conditions. Payment services are not yet operational.

Important: pre-licensure status

Kaadxpay currently holds an Approval-in-Principle, not a final Payment System Operator licence. Under Section 171 of the Labuan Financial Services and Securities Act 2010 we are authorised to put operating infrastructure in place. Until LFSA issues the final licence, Kaadxpay is not permitted to carry on Labuan payment system business as a licensed operator.

The pre-licensure conditions must be met by 20 July 2026, after which LFSA will conduct a verification visit. The final licence (and its official licence number) will be issued only after that visit is successfully completed.

Pre-licensure conditions (per LFSA approval letter)

As stipulated in LFSA letter Ref: LFSA.700-14/LFA/PS/25/2026 (3), the following conditions must be met before LFSA conducts the verification visit and issues the final PSO licence.

  1. 1Paid-up capital of USD 150,000 maintained in liquid form
  2. 2Principal Officer appointed and competency forms filed with LFSA
  3. 3Compliance Officer and Money Laundering Reporting Officer (MLRO) appointed
  4. 4All directors and the Principal Officer approved by LFSA
  5. 5Labuan operating office established meeting Section 171 LFSSA requirements (local directors, local staff, local providers)
  6. 6Comprehensive compliance and AML / CFT policy manuals, two-year business plan and financial projections submitted

Additional licences obtained during Phase 2 (e.g. Singapore MAS, Hong Kong MSO) will be added to this page upon issuance.
